At the present stage of development of the updated study of the concept of social capital, which is due to the fact that it is quite clear in the form determined by the functioning of a modern society and economy in concepts such as trust, culture, social networking, social partnership, etc. The conception, in which social capital is the social network and the relationships between them in the community. The conclusion is that social networks are the basis of the local community to ensure the sustainable development of the area. In this case, the community integrates primary social unification through the institutions, associations, corporate bodies and authorities to ensure the integrity of the social organization that represents the interests of the population and territory of the social basis of social partnership of local authorities, community organizations and businesses, and it should be noted that representatives of these structures - an integral part of the local community.
