The article is about a historical retrospective of the problem of the axiological justification of the assessment process, the effectiveness of educational systems in pedagogy. It can form the basis of a new philosophy of education and the methodology of a modern pedagogy. The examples of traditional and new values of education in the world community on the models of American, European and Russian education systems that provide a deeper insight into the quality of assessment of the learning and learning outcomes are given. This article is actual because of the importance of the selection of an axiological approach as a methodological basis of the pedagogy. It will consider education as a social and pedagogical phenomenon, which is reflected in the major categories and concepts of this approach. The values are not only coming back to the field of education, but are also becoming the main problem, playing the role of guidelines providing the formation of an independent and internally free personality.
