HOUSING AFFORDABILITY INDEX AS A TOOL TO ASSESS THE DEGREE OF SATISFACTION OF THE POPULATIONS NEEDS IN HOUSING: A REGIONAL PERSPECIVE

One of the most important tasks of socio-economic policy in modern Russia is to achieve the optimal level of satisfaction of the needs of the population in housing, because this need relates to the basic category. To assess this level is now widely used housing affordability index. Conducted by reputable organizations, research points to the existence of the gap in satisfaction with the housing needs of the population in different regions of the order of 3 times. The explanation of this difference can be found in the regional factors influencing the local socio-economic environment. The study group was formed by three indicators of the business environment, the structure of the population and housing in the region. To investigate the influence of these factors on the availability of housing has been applied ratings method. The following results were obtained. The greatest impact on housing affordability index have the following indicators: the average monthly wage, gross regional product, the birth rate, the volume of investment in fixed assets, the minimum subsistence level, retail trade turnover, the value of the primary and secondary housing market in the region. Found no relationship between the availability of housing and population size, the average household size, labor and innovation capacity.
