THE INTERNATIONAL AND RUSSIAN LEGISLATION AS THE REGULATOR OF SOCIALIZATION OF PEOPLE WITH LIMITED OPPORTUNITIES OF HEALTH

The international community, according to the Convention, seeks for involvement of disabled people in life of society, their full participation in social life and increases of social activity. That is social resettlement has to be directed on activization of disabled people as social group. The states ratifying the Convention, undertake to create conditions for realization by disabled people of their rights, adopting the federal legislation conforming to requirements of non-discrimination, to the basic principles and idea of the Convention. People with limited opportunities of health have the same rights, as other citizens, over them guardianship cannot be established, and they cannot be concluded in the closed medical institutions without the corresponding procedures of recognition of incapacity. Already it became at that time obvious that the person has to be integrated into society, should not be limited in communication with close people and society surrounding it. Trying to support the international standards, in Russia there was a number of the standard and legal documents regulating relationship of disabled people, first of all, with the state.
