The formation of effective management in the system of higher professional education of Russia analyzes in the article. The reasons that necessitate the formation of effective management in the system of higher professional education have been highlighted. The role of innovative readiness manager of higher professional education in the formation of effective management has been defined. The sociological data that will enable managers to identify innovative readiness of the participants in the innovation process have been revealed willingness to effective management in educational activities, scientific research, social development, but also in management system have been received. The authors concluded that innovation management at the University will solve the problem of modernization of education to improve the quality and performance, this is what determines the necessity of the improvement of management in the system of the higher education.
