DEVELOPMENT OF CIVIL SOCIETY AS A FACTOR TO PRESENTATION OF GRANT OF SOCIAL SERVICES TO THE DISABLED PEOPLE

The article the author deals with the process of development of civil society in Russia on the example of Ulyanovsk. The problems of construction of harmonious relations, strengthening of social connections with the population are presented by the work of municipality «Ulyanovsk» power and public organization of the Ulyanovsk regional department of All-Russian public organization of disabled people «All-Russian society of the deaf». The author provides the analysis of experience of municipality «Ulyanovsk» within the Social Taxi project and the Ulyanovsk regional department of All-Russian public organization of disabled people «All-Russian society of deaf» within socio-cultural adaptation of citizens with limited opportunities. The author emphasizes that the activity of the population depends on the work of municipal government and the representatives of the third sector. It will promote the development of civil society and solving the problems of accessibility the provision of quality social services. The conclusion of the article is the necessity of the solution of this problem from point of complex approach.
