THE SOCIAL POLICY FOR THE ELDERLY POPULATION: THE DESIGN METODOLOGY

Modernization of the Russian society actualized the problem of new social institution formations. Their development is a result of the society requirements in the regulation of the socially important spheres of activity and social relations. The last decades the demographic transformations has contributed significantly to the social-demographic groups of elderly people, which is growing exponentially. Today, it is obvious that the change of the society socio-demographic structure impacts on the whole social sphere. The issues of interaction regulation between society and the state with a new socio-demographic group initiated the development of the social policy functional project towards the elderly population. An important condition of designing social policy for elderly is an organizational structure in the form of special bodies and institutions.. In the framework of the projection approach the author defines the purpose, tasks, object and subjects of social policy for elderly persons.
