The article deals with the questions which present the changes that occur in the system of pre-school education, including regional level. Particular attention is given to the main problems of ensuring the availability of pre-schools services. The necessity of improving existing and developing new mechanisms for the creating conditions and increasing the availability of childcare facilities are justified. The problems of pre-school education are also considered on the example of Mari El republic. The article contains exposition of the valid legislation acts which provide opportunities for the decision problems of the availability of pre-schools organizations. The practices for the decision problems of the availability of pre-schools organizations applied by Russian regions are mentioned and analyzed in the article. Systematization of information describing existing problems, the mechanisms of transformation, supporting measures of the pre-school education in the Mari El Republic determinates the preconditions for more effective management of the system.
