DEVELOPMENT OF HUMAN RESOURCES FOR PUBLIC ADMINISTRATION IN THE REGION (THE EXPERIENCE OF BELGOROD’S REGION)

The direction of the formation and development of human resources public administration for the Belgorod region have been revealed. The examples of the formation of a unified personnel policy in the region, discussed ways to improve the quality of employees, the introduction of payment by results, enhancing the prestige of the public administration have been highlighted. Staff potential regional management of the Belgorod region is an integral characteristic of staff of public administration. The questions of the involvement of different structures in strategic issues of human resource potential of the area have been analyzed. The analysis of the qualitative composition of the civil service of the Belgorod region and number of problems for formation and development of human resources of public administration are focus on. The recommendations for improving the system of recruitment, training and staff development are given.
