The article provides theoretical analysis of the relationship of social policy and social service, specific method of social services and an order of providing them. The modern system of social services include a wide range of technologies and techniques. Simultaneously with the organization and development of social services network, appears the possibility of more effective social services. Social protection contributes to improve the management of the social sphere, changes in the powers and responsibilities of local, state and federal governments, the determines the formation of individual budget settlements, administrative areas, territories and regions. The social work is aimed at effective management of social situation of all participants in public life, provide them with a decent, civilized existence, since the system of social services helps curb social conflicts in society.
